Presentation of the region

 

The region of Souf extends over an area of 80.000km2. It is limited North by Chott Melrhir and Mason, to the South by the extension of the Eastern Erg, to the West by the Wadi Rhir and on the East by the Tunisian. Population exceeds the 380 000 inhabitants distributed across 18 municipalities. The climate is arid; it rains in winter to an average height of about 60 mm/yr; with high potential evaporation. The region of Souf is renowned for its hydro-traditional agricultural system that extends approximately over 9500 Ghout, where palm trees extract water from the groundwater through their roots. This aquifer is the upper part of the continental formations deposited at the late of quaternary period, its depth varies between 2 and 60 meters and the dry residue oscillated between 2 and 6 g/l depending on areas

At another level, the topography of the region of El-Oued is very hilly with low areas and depressions, as well as, very high permeability soils (90% sand), thereby facilitating water infiltration used for irrigation and rains towards the phreatic layer. This situation is compounded by a lack of natural outlet near the region.

The cause of groundwater upwelling in Souf are multiple, the main ones are:  increasing of drinking water assumption and wastewater discharge, conveying water from the deep underground towards the upper aquifer  by ancient drillings and the lack of natural outlet near the region.

The valley of Oued Rhir is a geographical entity, it extended on a southern northern axis (Biskra - Ouargla) at about 150 km.

Introduction

On the proposal of Lisbon History Center (Portugal) and the Embassy of Algeria in Portugal, relating to the organization of two (02) technical, scientific and cultural events, one in the wilaya of Adrar (Algeria) in February 2013 and the second in Lisbon (Portugal) in October 2013. The general theme of the first meeting is entitled (International Colloquium on Water and Culture in the Saharan regions) the second theme is entitled as follows: (cultures of water and the production historiographical discourses (Design, issues and methodology)

In this context, the Ministry of Water Resources and the Ministry of Culture have welcomed this commendable initiative and appointed two focal points, respectively, the Agency Hydrographic Basin of Sahara and the Department of the Legal Protection of Cultural Property and Valorization of Cultural Heritage.

In order to identify the content and size of this international meeting, including the location, duration, number of national and foreign participants, the means to be implemented and especially their financial support, several contacts and exchanges by mail , phone and e-mail helped to clarify the organizational configuration of the conference and the need to schedule a first working session, which took place at the end of May of the current year.

This first meeting, (minutes of meeting) gathered representatives of the Ministry of Tourism and Ministry of spatial planning and environment, in addition, to the Ministry of Culture and Ministry of Water Resources which are officially designated, as well as, the president of the Association of the Foggara of Adrar.

The next meeting is scheduled for October 2012. This second working session will report on the decisions taken at this meeting and will mainly focus on the technical and scientific aspects. This select committee is intended to other members who can contribute to a better organization.

 

Discussion elements of the Colloquium

  • Presentation of the UNESCO : the asset management of water.

  • Definition of the different of geo-historical issues dealing mainly with irrigation systems, the social dynamics and management models of trans-Mediterranean areas.

  • Establishment of a structural network project of Cultures water and historical processes of its formation in arid and semi-arid areas

 Objectives of creating a network project

  • Creation of a network of permanent institutional partners, which develop synthesis of ongoing investigations in an interdisciplinary framework.

  • Proposal of an interdisciplinary field underlying on historical analysis of cultures and territorial of water and its new paradigms in relation to the organization of colloquium / seminars on specific area may create opportunities for debate and convergence of views on issues facing the region.

  • Identification of emerging methodological guidelines and their conceptual relationship, which includes the field  of culture (s) of water, social dynamics and management models through the formation of working groups in universities and investigation centers integrated in this network.

  • Hydro-history and the project of the setting up of a museum

  • Eco-history and geography of hydraulic systems

  • Material culture of water as reference of sustainability projects

  • Eco-history of small and medium hydraulic systems – concepts and methodology.

  • Ethno-history Oases communities and use of hydraulic systems ( hoc studies ) 

  • Monastic Hydraulic systems – hoc studies

  • Small and medium Systems compared to colonial models – the constitution of new management and technical knowledge networks

  • Types of small and medium hydraulic systems within the legal framework, community management, conflict management – comparative readings.

  • Hydraulic archeology and Hydro-history, concepts, methods and issues.

  • Investigation network center and the new paradigm of water culture
