The agency is charged to :

• Working out and updating the hydraulic land register and the water balance of the hydrographic basin as defined in articles 127 and 128 of the law n°83-17 of July 16, 1983. And collect for that purpose all the statistical data, documents and information on the water resources, water withdrawal and consumption.

• Taking part in the preparation, mobilisation and allocation of the water resources master plans, which are initiated by the bodies entitled for this purpose and to follow their implementation.

• Giving a technical opinion on any request for authorization about using water supply as a public service drawn up in the conditions set in the legislation and the regulations in force.

• Preparing and proposing a water distribution plan, mobilized at the level of the great works and hydraulic systems between various users.

• Participating in the surveillance operations of the state of pollution of the water resources and determination of the technical specifications relating to waste water discharges and devices of their purification

• Giving any information and sensitization of the domestic, industrial and agricultural users in, order to promote the rational use and protection of water resources.

   The new policy of water introduced the concepts of integrated management of water on its natural environment, which is the Hydrographical Basin. It also introduced the concepts of universality and dialogue: water is the business of all, these provisions are devoted by the executive decrees n° 96-279 to 283 bearing creation of five AGENCIES OF HYDROGRAPHICAL BASINS covering the national territory and the executive decrees n° 96 - 284 to 288 bearing creation of 05 committees basin, true parliament of water.

• All different types of appropriateness of work and hydraulical arrangements in the basin related to water that can occur between the local government agencies whose basin includes the territory.

• The distribution of water resources mobilized between the different potential users.

• Actions are aimed on protecting the quantity and quality of water resources.

• Programmes of interventions of the Hydrographical Agency Basin (Sahara).

  The committee consists of 24 members and is composed with equal shares of the representatives:

• Administration.

• Local government agencies.

• Various potential users.

Council of administration

The Council of Administration chaired by partial trusteeship or his representative, includes (understands):

-  Representative of the minister in charge for hydraulic,

-  Representative of the minister in charge for agricultural hydraulic,

-  Representative of the minister in charge for local collectivities,

-  Representative of the minister in charge for arrangement territory,

-  Representative of the minister in charge for agriculture,

-  Representative of the minister in charge for health,

-  Representative of the minister in charge for industry,

-  Representative of the minister in charge for finances,

-  Representative of the authority in charge of planning,

      -  Six (6) representatives of the local government agencies (local collectivities) and the establishments of management

         of the services.

• The Council Secretariat of administration can call upon any person to inform him about his competence on the questions registered with the day order.

• The general manager attends the meetings with advisory voice.

• When several attributions concern only one government department it can sit at the administration council only with one representative.

• The duly elected members of the council of administration are named by decree of partial trusteeship for only five (5) years, under proposal of the concerned authorities.

• In case of interruption of the mandate of the one of the members, it is to be carried out to his replacement in the same forms until the expiry of the mandate.

• The Council of Administration deliberates in accordance with the laws and payments in force on:

         - Projects of development plan with short, average and long terms of the agency of basin and in particular

            programs of intervention related to its missions,

         - The annual programme of activities of the agency of basin and the related budget there with the estimates

            of the resources of the expenditure,

         -  The contribution of the agency to the studies, research or work related to its object,

         -  The annual report of management,

         -  The internal organization of the agency of basin,

         -  general conditions contracts and conventions,

         -  The acceptance and the assignment of the gifts and legacy,

         -  The subscription of loans,

         -  The acquisition and the hiring of movable and real goods, alienations and exchanges of movable or real rights,

         -  Any question which subjects to him the managing director and likely to improve the organization and the

            operation of the agency of basin or likely to support the realization of its objectives.

• The council of administration should meet at least two 02 times a year on convocation of his president. He can meet at the request of two thirds (2/3) at least of the members in extraordinary session and as much of time than necessary. He can validly deliberate only if the majority of the members in exercise attend the meeting. If the quorum is not reached; a new meeting place at the conclusion of a eight (8) days has deadline. The deliberations are taken in the simple majority of the voices.  In case of equal division of the voices, the president voice should then dominate.

• The deliberations of the council are noted as an official reports in special register signed by the president. The official reports of the meetings are addressed for approval within fifteen (15) days to the ministry of Tuttle.
